The new Russian national final Kto? is to take place in March instead of December 31st. The decision was taken by Russia-1 due an large interest in the national selection, so they want those wishing to take part more time to submit their songs.
Those wishing to take part in the contest now have until the 28th of February to submit their songs. The decision to hold a national final for 2014 is part of a continuing rolling decision by Russia 1 to hold alternating internal and open selections.
