Greece have been given an extension to the deadline that countries have to announce their interest in taking part by. ERT the previous national broadcaster of Greece was in charge of Eurovision in Greece, however it was shut down. The new interim broadcaster is not currently an EBU member, so is unable to take part. Jon Ola Sand however told Eurovision.tv that:
We are in close contact and we would really like to have the Greeks take part. I hope that we will find a solution, but this is not in place as yet. We have given them an extended deadline beyond the 22nd of November, which is the sign-up deadline
Jon Ola Sand went on to say that they are wanting as many countries as possible to take part, but that participation fees cannot be lowered for some countries as others would have to rise.

Kazakhstan cannot take part in Eurovision as they are not within the boundary of the European Broadcasting Area. The only way they can take part is by becoming a member of the Council of Europe and their human rights policy stops them from being a member at the moment.
What is the delay with Greece? Why does it take so long for NERIT to join the EBU?
Bosnia announced their return today which is good news.
