Unlike many sites are reporting a debut for Kazakhstan at Eurovision 2013 is impossible at this current time. Currently Kazakhstan does not fulfill a number of criteria set out for Eurovision participation, the key one being having a tv station that is a member of the European Broadcasting Union. And even that is impossible at the currently impossible as Kazakhstan is not a member nation of the Council of Europe, yes Israel is not a member but has special arrangements with the EBU for that. For Kazakhstan to be eligible to take part membership to the council of Europe must be agreed before the December cut off date for announcing participation, this will not happen until Kazakhstan improves its Human Rights record and democratic values.
Rumours of participation in 2013 have grown due to the broadcasting of the 2012 contest by Arna Media this year. Participation in the contest looks unlikely for a number of years, the likelihood in the future would be that Kazakhstan would take part in Asiavision. For now we wont be seeing Kazakhstan soon.
