Three countries have confirmed to Eurovoix.com that they are either yet to begin planning for Junior Eurovision or decide on participation.
These countries are Montenegro, San Marino and Serbia. San Marino has said that they have not confirmed participation and have not given a date as to when they expect this decision to be made. Serbia have yet to make a decision, but hope to make one after the Eurovision Song Contest in Vienna. While Montenegro have said that their participation in the contest will all come down to cost, they went on to say they will look at what benefits the organisers can offer them.
To date 8 countries are confirmed for the contest in Bulgaria, with Ireland debuting and Albania returning to the contest.
Armenia said to ESC-plus for about 5 months ago that they will make a decision in may. It is may now.
I have 100% hope that they’ll participate 😉

I think Romania and FYR Macedonia (and maybe Greece too) will also return because they are Bulgaria’s neighbours. And I hope Hungary will debut too.
Hungary, Norway, Denmark, Iceland, Finland, Macedonia, United Kinngdom, Belgium and Germany. Hope all of the will compete! 🙂

Yes, Serbia too of course. I hope all european countries (and maybe Australia) will compete. 🙂
