HRT has revealed this year voting rules for Dora 2021, Croatia’s Eurovision national final.
HRT has released the full set of rules that will be used in the voting process of Dora 2021. The winner of the show will go on to represent Croatia at Eurovision this year.
The voting will be made up of jury and public voting. A total of 1160 points will be available, with 580 points coming from Jury and 580 points from the public, meaning both parties will have equal say in the overall results. The 580 public points from the televote will be given based on the percentage of votes the act receive from the public.
The 580 jury points will come from 10 sets of regional juries: Vukovar, Zagreb, Čakovec & Varaždin, Rijeka, Pula, Osijek, Zadar, Knin & Šibenik, Split and Dubrovnik. Each of these regional juries will be made up of three members, who will rank all of the 14 songs. The top 10 will receive points in the normal Eurovision style, with 1,2,3,4,5,6,7,8,10 and 12, awarded, with the jury’s top song getting the 12 points.
The song with the most points overall will be declared the winner. In the event of a tie between the jury and the televote, the song which received more points from the public will be this year’s winner.
This year’s Dora will be returning to the Croatian coastal town of Opatija. A range of measures are also being put in place by HRT and the city of Opatija to ensure the risks of Covid-19 are mitigated.

Croatia debuted in the Eurovision Song Contest in 1993, they were one of three countries to debut in the contest that year. Croatia’s best result came in 1999 when Doris Dragović finished 4th in Jerusalem. She performed the song “Marija Magdalena” which scored a total of 118 points, this included 12 points from Slovenia and Spain. Croatia returned to the contest in 2016 having withdrawn after the 2013 contest due to a string of poor results and financial difficulties.
